NIH Police Hamilton Montana

Hamilton, MT (AP)*--There seems to be an epidemic of "where do we belong" for the NIH Police in Montana.  NIH police vehicles are community policing in Missoula, Montana, and in Hamilton Montana whenever it suits them, and however it suits them.

That brings up the idea of jurisdiction.  The NIH police, just like the other Federal law enforcement have certain places they can be.  Unlike VISA, it is not everywhere.  Nov. 2 2011 I happened on NIH law enforcement in the City of Hamilton, MT, outside the NIH facility: [click on square for video].

It is important to note that this police officer is the most courteous in Ravalli County that I have run into.  This includes City of Hamilton Police, Ravalli County law enforcement, Montana Highway Patrol, and FBI agent in Missoula.  It also includes detention staff in Missoula, and Ravalli Counties.

If we had law enforcement as respectful as this, Montana would be a different place.  All I am doing is asking a question which NIH police in Bethesda and Montana cant seem to answer: Where do you belong?  The chief at RML, the Chief and Deputy Chief, and subordiantes are awestruck by this ??

There is a true need for this officer.  With her K-9 unit, she inspects the packages of "bugs" sent from all around the world to be analyzed at Rocky Mountain Lab (RML) Hamilton, MT.  She is keeping us safe in that regard.  I respect that function of the NIH police mission.  

Here is what I don't understand.  Why would the facility have NO onsite facility for safety?  It only handles the subsances without cure: Ebola, Flesh Eating Bacteria.  Why would RMLblast 71 db of harmful noise into the community [I was out taking sound measurements as this officer honked at the front entrance to RML  on 4th St Hamilton, MT].
